City of Asheville CDBG-DR Action Plan
Led development of City's first CDBG-DR Action Plan for its $225M allocation following Hurricane Helene, the most destructive storms to hit the region in modern history.
- Developed Action Plan and received HUD approval within 90 days of Allocation Announcement Notice with no required changes
- Worked with multiple City stakeholders, including the City Manager, Mayor and City Council members, to design programs and develop a method of distribution that dovetailed with other funding sources to meet complex recovery requirements
- Designed programs for housing, infrastructure, and economic recovery
- Supported the City in augmenting its procurement and financial management policies and procedures to successfully receive financial and grants management certification from HUD
Nebraska CDBG-DR Program Management
Led Action Plan development and comprehensive grants management and implementation support for $108M in CDBG-DR funding following severe flooding events.
- Developed Action Plan and subsequent amendments
- Led implementation over lifecycle of grant
- Created Infrastructure Match Program integrating PA and HMGP
- Implemented housing programs including Low-Income Housing Tax Credit (LIHTC) "piggyback" program for affordable multifamily housing development
Louisiana ERAP Grants Administration
Led case management, eligibility review, and policy development for statewide Emergency Rental Assistance Program (ERAP) during the COVID-19 pandemic.
- Worked directly with Louisiana Office of Community Development leadership providing advisory support on policy issues and adjudicating edge cases
- Developed comprehensive policy framework including DOB verification procedures
- Led efforts to design and implement staffing model, training and business processes for intake, eligibility review, quality control, appeals, and compliance monitoring
Texas GLO Alternative Housing Study
Provided executive and technical leadership for multi-year study evaluating innovative housing technologies for disaster recovery applications.
- Led evaluation of 3D printing, modular, and other emerging construction technologies
- Supported laboratory testing of top-performing solutions with Texas A&M
- Resulted in multiple task order awards over five-year period
Hurricane Harvey
Provided leadership and subject matter expertise to stand up FEMA-funded housing recovery programs following Hurricane Harvey. This included programs for home repair and temporary housing.
FEMA Individual Assistance – Technical Assistance Contract
Managed the first major deployment of contractor staff by FEMA to support disaster shelters following Hurricane Harvey in Texas. Lead the hiring, training, badging, and deployment of over 100 staff to shelters across declared counties. The successful mission resulted in a formal letter of commendation from FEMA for the team's accomplishments.
RiskMAP Program Management & Hazard Mitigation Technical Assistance Contracts
Program manager for two FEMA mitigation contracts, supporting modernization of flood maps and providing post-disaster technical assistance.
NYC Build it Back Program
Program Manager for applicant intake operations for City's CDBG-DR funded homeowner program following Superstorm Sandy.
- Led rapid ramp-up of 200+ staff across 6 intake centers, a Program Management Office collocated with Mayor's Housing Recovery Office, and a Call Center
- Achieved peak production goals within 3 weeks of startup
- Processed intake for 10,000+ applicants
New York Rising CDBG-DR Program
Managed team of 40+ professionals delivering technical services for New York State's comprehensive post-Sandy recovery program.
