James L. Ariail III

I founded JLA Recovery Solutions to provide state and local governments with expert guidance on their most challenging disaster recovery needs. With over 20 years of specialized experience in CDBG-DR, FEMA programs, and disaster housing strategies, I serve as a trusted advisor to government executives navigating complex federal compliance requirements and operational challenges.

My career spans roles at federal, state, and local levels—from serving at FEMA Headquarters to supporting state agencies and major cities. I've worked on recovery efforts for some of the nation's largest disasters, including Katrina, Sandy, Ike, Harvey, the Camp Fire, COVID-19 and, most recently Helene and Milton.

I take a hands-on approach to supporting clients, providing senior-level expertise and hands-on deliverable development with the efficiency of a modern practice using cutting edge technology. My focus is on delivering practical solutions that meet regulatory requirements while addressing the unique needs of each community's recovery.

Guiding clients through the complex decisions that follow a disaster—and seeing communities rebuild with greater resilience—gives me deep satisfaction and fuels my commitment to this work.
